development scope

pkgr will be developed under a high risk validation strategy going forward, namely, we are unaware of all clients using pkgr (due to its open source nature), especially in validated environments, hence all future changes to any existing functionality or design must be carefully evaluated and communicated. All breaking changes must go under full semver-based communication.
