fcm make --archive: extract/, preprocess/, etc

In archive mode, we should TAR-GZIP targets generated by intermediate steps, e.g.:

  • everything under extract/.
  • everything under preprocess/.

The complication is that they can be used as build sources by later steps, which can be separate continuation sessions.
