scat files give only coarsest freq, e.g. yearly in most cases, while aeroval says daily

To Reproduce Steps to reproduce the behavior:

2. Check Cyprus (one station)

Expected behavior daily scatterplot should show daily values, but shows only one yearly point (only one point written to file under /scat)

Additional context The data in /scat seems to use the coarsest resolution. According to @AugustinMortier this was a precaution to avoid too many datapoints, e.g. for all stations/hourly data. Needs to be discussed what the coarsest resolution should be. It should at least correspond to the information shown in the screenshot. On the other hand, new aeroval versions have a preview mode to avoid overloading the system.

This issue needs discussion between aeroval/pyaerocom what the best solution would be.
