Add Accessibility Statement & Do Accessibility Review

Well, I think that this is a bug, but apparently you think this is a feature according to this older closed issue - https://github.com/meteor/meteor/issues/2080

So I'll add it here.

I'd like to see an accessibility statement & maybe a VPAT https://www.w3.org/WAI/planning/statements/ https://www.itic.org/policy/accessibility/vpat

Easiest place to start is with https://wave.webaim.org/ or https://accessibilityinsights.io/

1/5 people has a disability. Many are invisible. People's abilities tend to deteriorate over time. Accessibility needs to be built in.
