AndroidX support for meteor

AndroidX is available now for develop, test, package, version and release libraries within Jetpack.

Cordova and other support libraries are getting updated with AndroidX and its features. Specially cordova:phonegap-plugin-push now supports AndroidX and it uses FCM instead of GCM.

So hopefully we can see AndroidX support included in Meteor soon.
