Sampling of requests when using mirror networking mode

Use case:

You want to enable debug logging on your production service to get some information on a regularly occurring issue, one that you are confident you'll find with sampling but you don't want to mirror all of the production traffic to your local laptop for bandwidth/cpu/memory reasons.

Being able to sample or cap the requests per second to a soft maximum rate on the mirrored traffic would permit being able to mirror heavily laden services.

This is just a thinking out loud proposal and I'd like to see if this idea has any interest before any further progress is made - so please thumbs up this issue if you think sampling on mirrored traffic would benefit you at all.
