Introduce new mini-lab flavor for Enterprise SONiC and fix capi-lab

Description

While fixing the capms flavor of mini-lab for our Cluster-API-Lab we added several improvements:

• we reduced the flakiness of Community SONiC VS Image by checking queued routes to nexthops in FRR which causes routes not to be installed to the data plane - the contents of PR #271 were merged to this PR.
• for the capms flavor of mini-lab we now use the Enterprise SONiC VS Image - the contents of PR #267 were merged to this PR.
