Create documentation for creating new loaders

Basically, this commit: https://github.com/metacall/core/commit/af60ad595e61d52d537bc528039471a2773c4f90 ; explains in detail how a new loader must be added, and all changes that need to be done in the core in order to add it. It also shows a very basic version, almost a template, of a loader that can be implemented using C++.

It would be great if we can transform this into documentation for new people that wants to implement support for loaders of new languages.
