install universe service reset by 10 minute, could change the time?

I am in china, so the net is slowlly.

and when install service from mesosphere, it could't downloaded all the file and install service.

because when 10 minutes after, the install service job will be reset by marthon.

so, how to change the 10 minutes to 20 or 30 minutes??

I can't find any other error from log, just find it reset job per 10 minutes.
