recover from failures instead of restart when building local-universe

My network is not very stable. There are always chances that my make local-universe failed because of network interruption. I find that when building, universe selects a tmp file to save its downloaded resources. I'm wondering if there is a chance that I can choose which file it can save to and if failed it will not restart all the downloading I have done before?
