Clean up the install_dir of build_target

This is based on https://github.com/mesonbuild/meson/pull/15375

The goal of this is to clean up the verbose and not always intuitive interface of build_targets with vala outputs. Instead of passing extra outputs, there are clearly labeled keywords for each vala thing.
