Actionable Notifications for Messages

Adds Tapback responses and replies to actions under message notifications. I tested it on my iPhone and Apple watch.

I made some changes to how connecting to a device works and the code for that should not be in this pr.

I want to copy the code over and make a new commit using the new singleton. Shouldn't be too difficult.
