Parse Error on Opening APK

Both Atak 5.1 and Meshtastic are running, but when opening the 1.0.19 APK for the plugin, the OS provides a 'Parsing Error' , 'There was a problem parsing the package.' Multiple downloads, and the same error. Android 8.
