[Improvement] Creating a Community Handbook and Contents

A community handbook can be created for meshery.io/community/handbook. This handbook can contain all the details and information surrounding our Community at Meshery.

Inspiration: https://layer5.io/community/handbook, we can replicate this to meshery.io
