feat: add starterkit building block from Likvid Bank implementation
First version of the devops tool chain building block
This can be used standalone or as a meshStack building block. In any case the buildinblock backplane is deployed via collie.
@florianow as a sidenote: The SPN setup in this module is a lot leaner than the one we use in azure/bootstrap (i.e. it has no required_access blocks etc. which iirc are for "grant admin consent"). Maybe we can slim down the azure/bootstrap implementation as well.

Open question @florianow for collie-hub -> should this module be prefixed "azure" (since it's a very azure specific implementation). I think there's very slim chances to generalize this into a multi-platform BB since the backplane and the building block both live in Azure.
this PR is out of date and we now ship updated kits automatically from the likvid-cloudfoundation reference implementation
