Permanent Link to SecHub Report in WebUI

SecHub scans/reports are identified by a unique SecHub job UUID.

The report shall be accessible for users (technical and non-technial) via in the Web UI (reuse the JobUUID). The link should be permanent. Only the domain might change. The rest of the URL should permanently stay the same.
