Lack of visibility in cost-savings for tortoise

We want to be able to view the effectiveness of tortoise in reducing costs as well as engineering toil

default tags in datadog metrics make it impossible to join queries on hpa replica changes and cpu requests. Therefore we have to calculate in tortoise itself.

@sanposhiho I'll be creating a few test releases to see how it integrates with datadog. I'll base it off a separate branch.

@randytqwjp When you cut a release for a test, please use v1.0.1-alpha or something so that other people don't mistakenly assume your release is the stable newest release.
