Add debugging tools to an existing initramfs, even if it is for a foreign architecture

Pros: * Reduce the usage of the complicated fakechroot/fakeroot/debootstrap combo Cons: * Dependency on externally available kernels, or having to build our own * Network support is not needed though...
* `encodings` * `pydoc_data` * `email` * `test` * `unittest`
Stripping takes some time now due to having to invoke apt and dpkg.
