Unable to install meow

Emacs version:

GNU Emacs 31.0.50 (build 1, x86_64-pc-linux-gnu, X toolkit, cairo version 1.18.2, Xaw3d scroll bars)

I got this error when trying to install it:

⛔ Error (use-package): Failed to install meow: This package requires Emacs version 27.1

Odd...

meow.el specifies ;; Package-Requires: ((emacs "27.1")) correctly... I'm not sure how else you can do it.

I don't know how, but it somehow started working recently. I'm closing this issue for now, but if anyone reports the same problem, I'll reopen.
