Runtime api license
As a part of introducing a separate distributable for the Mendix Runtime API, we are publishing an end user license agreement so customers can use this in their project and automation with a clear understanding of the implications.
This PR should be reviewed by docs, the runtime, and also a final check of the legal team
@grootjans The link to the license looks OK, and the front matter of the EULA. I am reluctant to do any review of the EULA as adding commas and changing wording to match our style guide could make the EULA less legally sound and even unenforceable. @Adam-Dupaski - do you have any experience of this? Unless Adam or Jean thinks otherwise, I don't think we should do any editing of an EULA. I will switch this to draft mode to prevent it being merged until we have legal's go ahead.
Checked with support - they do not need to review this EULA.

Still needs a (light-touch) language review to most of our standards, terminology, and formatting. If @grootjans wrote it, we can review it. If you have questions during your language review, standard practice of verifying with him.
