Merge python scripts with those in the memgraph repo

The following scripts exist in both repos (albeit with slightly different logic) and therefore there is some code duplication:

• aggregate_build_tests.py
• daily_build_vars.py This cannot be done at the time of writing because cpp/memgraph needs to contain the appropriate files prior to the workflow runs, but it should be done after the 3.2.0 release.
