Add responsiveness attributes to the hub metrics output

Related to https://github.com/meltano/hub-utils/issues/87. Depending on how we decide to calculate responsiveness we'll need to add at least 1 new attribute to the hub metrics file we sent to the hub. Probably a "last commit date".
