Bump and Pin Superset Version

@kgpayne I want to be able to bump the Superset version up, how do I go about doing that?

I see in Lens that the superset pods are running apache/superset:latest but it doesnt have the updates I get when I run latest locally. I'm wondering if our latest is out of date if we dont periodically pull for updates. At first I created https://gitlab.com/meltano/infra/terraform/-/commit/41f99662da26e9acbc40a85647e6748dc045b2ee to allow us to bump the chart version from the squared repo but now I'm not sure thats actually what im trying to do.

I changed this to also pin the version because it looks like our helm chart uses latest which causes a mismatch when a node is added without the image. https://github.com/meltano/terraform-meltano/blob/9e700e9ec188b8b7be2e98fd10c7c53a64d8a2fc/kubernetes/modules/meltano/superset.values.tftpl#L100
