Ensure the BMC cannot use a MAC address assigned to one of the host ports.

Currently, it's possible for the BMC to request a MAC address equal to the port that it's on. This could allow it to capture input data to the host (but not output date). The NC-SI command handler should be update to block MAC address assigned via the EEPROM.
