Add biocViews keyword to DESCRIPTION

Installation with install_github fails with

ERROR: dependencies ‘Biobase’, ‘xbioc’ are not available for package ‘SCDC’

Adding the biocViews keyword to the DESCRIPTION should fix that, since it tells remotes/devtools to also search Bioconductor.
