update to iohub and zarr v3

iohub is now rolling the ome-zarr 0.5v and zarr v3. We need to update the HCSDataLoader() and similar to support this upgrade.

We need Biahub and waveorder to upgrade to zarr v3 in tandem https://github.com/czbiohub-sf/biahub/pull/104
