Describe vntr_data

Dumping the current DB, it seems like it wouldn't be hard to describe the necessary columns: id,nonoverlapping,chromosome,ref_start,gene_name,annotation,pattern,left_flanking,right_flanking,repeats.

Also, having where the database exists would be nice on the command line.
