Add Workflow for Doxygen Document and GitHub Pages

Description

This update is to create and deploy code documentation automatically. I had add a doxygen configuration file and github workflow to build a documentation and deploy it on GitHub Pages.

You can visit sample doxygen pages.

Please pull it and change action and workflow permission to deploy pages by worker of github action.
