bug: Right clicking with hidden weapons acts like shooting

When having agents with weapons hidden, right clicking near a civilian or police makes them react like they were being shot at.

Not sure if it was in original game - to be tested.

Also not sure if it requires fixing - we could say it is a taunting/incitement feature.

This behaviour is part of the original game.

Definitely weird, but arguable whether it's a bug or not. Since you're moving to config files now, this could be made optional I guess?

For what it's worth this also happens in the PlayStation version, if that can be seen as any sign of intent. I'm pretty sure it's just a bug.
