Development Editor prevents toggling Properties pane into view

Describe the bug

When the Properties pane isn't visible, the user cannot toggle it back into view while the Development Editor is currently visible.

To Reproduce Steps to reproduce the behavior:

1. Go to View
2. Ensure Show Properties is off.
3. Go to View
4. Ensure Show Development Editor is on.
5. Go to View
6. Click on Show Properties to ensure it is toggled on.

Expected behavior

Both the Properties pane and the Development Editor are in view.

Actual behavior

Only the Development Editor is in view.
