Add on blurred out/not working

So whenever I click on the tools button it shows me the dictionary add on, but in a dull "you can't touch this" color while also displaying the message "Can always read and change data for this site". This has been the same for the several dozen sites I've tested it on. It is also not giving me the option to use the dictionary when I double click on words.
