Deprecate id files

Bring all users to a single ignores.txt file. It defaults to an ignores.txt file in the downloads directory for CLI users.
Old bandcamp_item_id.txt files are deleted as they are found, and migrated to the ignores.txt file.

After a while (months?) in this state, all code related to id files can be deleted.
