Use ignores.txt to track downloaded items

If an ignores.txt file is specified (which is always on Docker), stop creating new bandcamp_item_id.txt files, and instead append newly downloaded items to a special section in the ignores.txt file.

If the script detects old bandcamp_item_id.txt files, it prints out a migration script in the log
