Section Rules: Improve using i2b2 and MedSecId datasets

Not a critical issue, but it's worth mentioning that a recent paper compared medspacy to a number of methods including some trained ML models. Medspacy showed room for improvement, so it might be worth considering working on our "out of the box" rules to improve performance on these:
