Research ways to monitor for CouchDB corruption

Describe the issue Recently there was a corrupt db per #9286 that was not detected.

Describe the improvement you'd like We should have a way of detecting these corrupt DB, ideally using monitoring and alerting - hopefully with watchdog.

Describe alternatives you've considered Wait for an outage or a failed upgrade and fix it then
