Address supply chain management in eCHIS-Ke- Urgent

The supply chain module in eCHIS has run into a deadlock per these two scenarios;

1. When CHAs supply CHPs with commodities the CHP's balances are updated but this does not happen to CHAs
2. CHAs and CHPs can supply even when they have negative balances

This has been explored by devs via https://github.com/moh-kenya/config-echis-2.0/issues/905 and currently, all combined in #https://github.com/moh-kenya/config-echis-2.0/issues/2410.

This capability is urgent as all users must account for commodities but are blocked by this. cc @garethbowen @craig-landry per our conversation. I am tagging @christinawere @JenniferMuli for additions where need be.
