Client and task visibility across catchment areas

Is your feature request related to a problem? Please describe. In the Jamii ni Afya project, pregnant women often go to their parents house for delivery. When they move into another catchment area, the CHV in that catchment area then re-registers them as temporary HH members in the app and continues providing pregnancy + postpartum services. When the client moves back to their original area, the CHV of that area then picks up from where they left off with the services. This often results into repetition of services being provided or contacts being created (ie, when mother delivers the baby and the baby is registers in permanent + temporary areas).

Describe the solution you'd like I propose we have a mechanism to track the client across catchment areas. Meaning that if they move to area B, all the tasks that were supposed to be done by CHV A will now be seen under CHV B's task list. If a child is registered by CHV B, then when they move back to CHV A, they should be visible.
