Format digits in outgoing SMS with Devanagari script

Similarly to https://github.com/medic/medic-webapp/issues/3192, it would be helpful for users if outgoing SMS containing e.g. patient_id values would use local numerals in Nepal.

The conversion is simple. As with #3219, knowing where that conversion should be done is less clear.
