Allow profile cards to apply to persons

It seems profile card elements can only applytoType: report. Is there any particular reason my? Specifying anything else make it break with the following error.

Is this a potential bug?

From my end, it would have made sense to tie it to the contact-type under which it would apply. E.g for a pregnancy card, it would have made more sense for the fields to apply to person.

We have contact cards for people in Standard, so if this doesn't work anymore it sounds like a regression.
