ARTE: Umstellung API

ARTE hat die API /v1/config deaktiviert und durch eine /v2 ersetzt. diese beinhaltet nur noch m3u8-Videos und keine mp4 mehr. (siehe #791)

Es ist eine neue Logik/Lösungsidee notwendig, um weiterhin mp4 anbieten zu können.

erste Lösung für master gebaut, wenn sie sich bewährt hat, muss sie noch nach develop übernommen werden.
