[bounty] allow user to tune the FPS in timeline

definition of done:

  • user can select the frequency of frames in the timeline and it's saved in settings

context:

i think it's hardcoded atm

i suggest you make it possible to pass the FPS in the API request and do some stuff with UI side (maybe a slider? or any better experience like a pinch or something? although assusming not everyone using a touchpad)
