[twitter] have an option to stop infinite retries after a fixed number of retries

Currently the process remains running for a month when we expire an API v2 key, which can be useful in some cases, but if you want to restart it with a different key afterwards supposes you to kill it and won't let you know easily whether it is still running or just idle.
