feature requests

• [X] tag ! (or import id-tags csv ?)

too complex with the current state of prefixes handling

• [ ] i set a split-webentities-rule, why still appear "new entity" buttons ? already defined or not ?
• [x] i splited subentities, then merged them all within parent (i changed my mind). what really happened ?

currently it basically demultiplied the number of prefixes of the parent webentity, which should be fixed indeed cf #191

• [ ] kill an old sub-entity-creation rule, aka hide 10000 sub entities i don't want anymore

I've checked what's already handled or in the pipe and commented a few points initalic inline. Don't dream it doesn't mean all boxes are meant to be checked! :) Some are quite unclear by the way! ;)
