How do I send a .txt file that is on my Esp32/SPIFFS for mobile or PC?

I have a code on my Esp32, which stores a file.txt in the internal memory via SPIFFS, which has sensor reading data, I need to take it out of the internal memory, being able to use it without Wifi or email, in the case of the easiest way, I don't have found topics that help me, can anyone help me? thanks
