Potentially misleading information on the "not" operator in media queries

What information was incorrect, unhelpful, or incomplete?

Note: In most cases, the all media type is used by default when no other type is specified. However, if you use the not or only operators, you must explicitly specify a media type.

This is true with respect to "only", but I couldn't find a source for the claim that if you use "not", you must specify a media type. I looked in https://www.w3.org/TR/mediaqueries-5/
