docs(http): Add 'Reporting-Endpoints' response header, fix 'report-to' directive

Description

The report-to directive needs to refer to a groupname (not a URI) which is specified in the Reporting-Endpoints header as part of the Reporting API. We're missing this page, so I'm adding it here.

Additionally, we need BCD data for this. Needs investigation / sibling PR.
