Update Chrome/Safari versions for Element API

This PR updates and corrects the real values for Chrome and Safari for the Element API, based upon results from the mdn-bcd-collector project (v4.0.0).

Tests Used: https://mdn-bcd-collector.appspot.com/tests/api/Element

Don't hesitate to mark as ready for review again, but I thought "draft" better mirrors the "not ready" status.
