Downloading the certificate in a new window or tab

The issue #401 added options for the user to download the certificate in different ways which are supported by the library. The library supports the following options https://github.com/moodle/moodle/blob/master/lib/pdflib.php#L183.

Unfortunately the library does not support the option to download it in a separate tab, so I am creating this issue for that.

Hi @lcaylat this isn't on the top of my priority list and I only have limited time to work on this plugin in my spare time. If you can provide a pull request I will be more than happy to have a look at it.
