Addition of codechef and codeforces institut level rank :

  1. A new controller rank.go added
  2. Two api endpoints created (/rank/codechef, /rank/codeforces)

Ratings feild are not available in profile section so i have to compare with world rank, does codechef and codeforces api do not provide rating of a user
