Windows 10 scroll "One screen at a time"

In the mouse settings on Windows 10 you can choose what happens for "Roll the mouse wheel to scroll":

"Multiple lines at a time" - works as expected with perfect-scrollbar. "One screen at a time" - this makes scrolling super-fast for native scrollbar, but in perfect-scrollbar it scrolls super-slowly (like 1px at a time).

To reproduce on Windows 10 home, go to mouse settings and select "One screen at a time" then open the demo page: http://utatti.github.io/perfect-scrollbar/

Notice: scrolling the page is FAST, scrolling vertically inside the example is SLOW and scrolling horizontally inside the example is NORMAL speed. Tested using a touchpad as well as mouse wheel.
